David was born and raised in Lancaster, before studying Theology at Durham University. He then had a long and enjoyable career with Barclays Bank, finishing as Area Corporate Manager in Liverpool. He moved to Oakham in 2007 so as to be closer to his two daughters and four grandchildren. Married to Margaret, he has a keen interest in any sport that involves a ball, and is a Lay Reader at All Saints Church in Oakham.
David has previously held the post of Chairman of the Finance & General Purposes Committee.

After training as a psychiatric nurse in the RAF, there followed a career in the management of both housing and care for older people. For the last twenty years he has been employed in a senior management role by three of the country’s larger almshouse providers.
Appointed Clerk in February 2015.
Susan SpilnerResidents’ Support Worker
Gained care experience as a Nursing Auxiliary at the Rutland Memorial Hospital in the 1990’s. More recently employed for ten years by Spire Homes as a Floating Support Worker, including helping the residents of St John & St Anne accommodation. In early 2015 government funding cuts threatened the future of the Spire Homes delivered service, and so to protect the support service available to our residents the charity employed Susan directly.
Carol UrryResidents’ Liaison Manager
Carol has many years’ experience of health care work, having had a long and successful army career in the QARANC. She has been employed as our Residents’ Liaison Manager since 2010, and is usually the first point of contact for anyone seeking to apply for accommodation with St John & St Anne.
